The UK and US have finalized a important bilateral deal that will ensure no tariffs on UK pharmaceutical products entering the American market.

Key Provisions of the Deal

In exchange for the tariff guarantee, the UK has agreed to boost expenditure on pharmaceuticals through the National Health Service (NHS). This pledge guarantees that import taxes on these crucial exports will be held at zero for a timeframe of three years.

This agreement comes after earlier warnings to significantly raise import taxes on patented drug imports, with increases mentioned up to 100%.

"This agreement with the UK reinforces the international landscape for cutting-edge drugs and introduces long-overdue equity to U.S.–U.K. drug exports," a release said.

Commercial Importance

Pharmaceuticals represent one of the the United Kingdom's biggest exports to the United States, which is by far the primary market for large UK drugmakers.

Statistics indicate that in the one-year period prior to September, the UK sold drugs totaling billions to the US. This amount accounted for 17.4% of British export trade in that timeframe.

"This agreement secures employment, stimulates investment and facilitates the UK to become a international leader for medical research," the Business and Trade Secretary remarked.

Key NHS Changes

The pact entails several key changes from the British government:

  • Price Threshold Increase: The UK will increase the affordability limit at which it considers new medicines to be unaffordable by twenty-five percent.
  • Higher Drug Budget: There is a aim to raise total NHS spending on medicines from 0.3 percent of the national economy to 0.6 percent over the following ten-year period.
  • Refund Ceiling: The sum pharmaceutical firms must pay back to the NHS to control costs will be limited at 15%. Previously, rebates exceeded 20%.

Broader Context

The pact takes place against a long-running row between the pharmaceutical industry and the British authorities over medicine costs and approval rates.

These tensions were heightened by assertions that US patients were paying several times more for the same drugs than people in the UK and Europe.

In recent months, several large manufacturing plans in the UK have been paused or cancelled, while substantial expansions have been pledged toward projects in the United States.

One official stated that the NHS had to increase expenditure on medicines, noting that its spending on drugs had decreased as a percentage of its overall budget over the past decade.
